When conducting a job search, the goal is to get noticed and get the hiring manager or decision makers to somehow choose you from the hundreds of equally qualified applicants. Although you can not make them hire you, you can influence their decision by the paths you take and value you promote.
Getting in front of the right people and making them aware of your skills, expertise, experience and value is the key to getting noticed.
